William Baxley

Freeman

Bill Baxley is a native of Jacksonville, Florida and with the exception of a short stint in Boca Raton, Florida, has resided in Texas since 1983.

Professionally, Bill joined Freeman in 2001 as vice president – finance, treasurer and assistant secretary.  Prior to joining Freeman, he was vice president of risk management for ANC Rental Corporation (Alamo/National Car Rental) where he managed the insurance and captive operations of the company; he spent 12 years with JCPenney in banking, investments and risk management and 5 years with a predecessor to Bank of America.  At Freeman, Bill is responsible for the company’s finance functions, including treasury, retirement plan investments, and risk management and insurance as well as managing the company’s captive insurance operations in Hawaii and Texas.  He is also responsible for the Investment and Enterprise Risk Management committees which report directly to the Freeman Board of Directors.

Bill is a former President of the Bermuda Captive Owners Association and the Dallas Chapter of Financial Executives International.  He a member of the Risk and Insurance Management Society and the Association for Financial Professionals.  He is also a former member of the Board of Directors of the United Methodist Property and Casualty Trust, the captive insurance company of the United Methodist Church.

Bill graduated from The University of Richmond with a Bachelor of Science degree in finance and marketing.  He holds an MBA in Finance from the Owen Graduate School of Management at Vanderbilt University.  He is also maintains the Certified Treasury Professional (CTP) designation.
